North Florida counties rely on citizen patrol programs

Hebert is a retired General Electric employee from Massachusetts who relocated to Palm Coast several years ago. He responded to the accident scene as a member of the Flagler County Sheriff's Office Citizens Observer Patrol program and met Mary Manno, who said she hit the bike - and she wanted to press charges against the biker.
She was backing out of her driveway when she tapped the Harley, she explained. It was parked on the road across the street. She didn't see it. As a volunteer, he works five days a week and up to eight hours a day responding to minor accidents and taking reports, freeing up the time of paid deputies to respond to higher-priority calls. On the quiet residential road last week, he encouraged the biker and the neighbor to stop arguing, and then made a judgment call. With Manno calling for charges to be brought against the bike owner, it elevated beyond a minor, non-injury crash.
"I'm going to let a deputy handle it," Hebert said, shaking his head and leaning in for his radio. Hebert stood by while the deputy calmed down both parties; he stayed on to write the report as the deputy got back onto his motorcycle and sped away, free to take another call. (It was deemed to be the fault of both parties: Manno for not seeing the bike, and Colannini for parking it on the street.)
The accident last month was a good representation of the line between the civilians who supplement staff at several policing agencies in Northeast Florida and the trained officers they work with. Hebert became one of seven traffic accident investigators with the Flagler County Sheriff's Office after taking 140 hours of training, but he only handles accidents without a crime committed or injuries involved.
It's a line policing agencies and experts say is key to providing as many services as they can - for the least amount of money. Most Northeast Florida sheriff's departments use civilians in some respect to take the load off busy patrol officers and deputies, a concept that is gaining more attention as agencies grapple with budget cuts and shortfalls.There are a few defects in LED lighting though they are really energy saving.
